Speaking at a programme organized by the Commission for Investigation of Abuse of Authority (CIAA) on the occasion of the International Day against Corruption- 2012, Prime Minister Bhattarai said we should not hesitate to say that corruption flourished in the country as it is encouraged from the high political and administrative levels.[break]
Bhattarai said "It is not possible to free the nation from the quagmire of corruption from the high level unless a harsh step is taken."
He said building a prosperous and cultured society was not possible without eradicating any sorts of corruptions including political, legal, and administrative ones.
"My one year long experience has shown that whether corruption and corrupt people finish us rather than our efforts ending corruption," said Prime Minister Bhattarai.
He said the government has been working to give complete shape to the CIAA, adding that it has been the matter of shame to fail to appoint leadership positions in various constitutional bodies due to political transition and unhealthy political environment.
"It is unfortunate that the ordinances that were submitted to President for necessary amendment of laws regarding the appointment of the vacant posts in the constitutional bodies for four months were not issued," he added.
The government has recently formulated five-year national action plan and strategy which has determined different 15 objectives including the work performances, responsible body, time-limitation and monitoring so as to implement the provision of the UN Convention after its endorsement.
During the programme, Chairman of the Transparency International Nepal, Bishnu Bahadur KC, said the government, political parties and civil society should be active to control corruption and added that it was unfortunate to have CIAA leadership vacant.
President of the Federation of Nepali Journalists, Shiva Gaunle, stressed the need of anti-corruption civil movement if the government bodies and mechanism formed to control corruption became weaker day by day.
Secretary of the Commission, Ganeshraj Joshi and Joint-Attorney Badri Prasad Gautam stressed the need of political commitment against corruption and action in united manner.
