The SAC meeting issued the directive after concluding that the Home Ministry had remained utterly indifferent to its responsibility for taking preemptive measures to avoid any untoward incident by collecting, analyzing and disseminating necessary information. The meeting held that incidents such as the murder of Jamim Shah could have been avoided had police adopted work plan to ensure preemptive measures to thwart criminal incidents.
Almost all 22 members who grilled Home Minister during SAC meeting sought his resignation for failing to maintain effective law and order situation. They registered dissatisfaction over increasing crime in the country including the areas where Special Security Plan has been enforced.
The meeting also directed Home Minister Rawal to adopt a new system that makes even top police officials entrusted to look after security of area concerned accountable in case of any criminal incident and adopt effective reward and punishment system for police personnel. Among others, the meeting directed Nepal Police chief to formulate appropriate plan and programs within seven days and submit it to the committee to help boost morale among lower level police personnel for effective security.
On the occasion, Minister Rawal said preliminary investigation suggested that a professional criminal gang operating at international level was behind the killing and police are working to nab the criminals.
