KATHMANDU, Feb 1: Responding to the request from Kuwait government, the government is making it mandatory for concerned manpower agencies to produce police report of workers planning to leave for Kuwait.

A joint meeting of senior officials of the Ministry of Foreign Affair (MoFA), the Ministry of Labor and Transport Management (MoLTM), Home Ministry and representatives from manpower agencies took the decision.

“We decided to implement the compulsory provision of police report for workers heading to Kuwait to discourage departures to Kuwait via India,” an MoLTM official told myrepublica.com.

As per the decision, concerned manpower agencies must submit police report of jobseekers at Department of Foreign Employment (DoFE) before getting final approval for jobs in Kuwait. Under the new provision, DoFE have to send letters to police headquarters and MoFA.

For those leaving through individual channel, DoFE have to write letter to MoFA and police headquarters for police report upon receiving application from concerned workers.

“The new provision would be helpful in controlling the departures of Nepali workers via India,” said Gyanu Gaire, general secretary of Nepal Association of Foreign Employment Agents (NAFEA).

As per the government´s statistics, a total of 16,202 workers -- mostly women -- have been working in Kuwait and most of them are involved in unorganized sectors such as domestic helps.

In a bid to discourage departures of Nepali workers via Indian airports, MoFA has already written to Nepali embassy in New Delhi to request the Indian authorities to stop workers from leaving for different countries mainly Saudi Arabia, Oman, Bahrain, Qatar, Kuwait, the United Arab Emirates, Malaysia and Lebanon without permission from the embassy.
