MoGA becomes MoHRM, has broader perspective

KATHMANDU, Feb 10: Ending long-standing delay, the government has finally decided to rename the Ministry of General Administration (MoGA) as Ministry of Human Resource Management (MoHRM).



The administrative committee of the cabinet took a decision to this effect two days ago, approving a proposal by MoGA. A full cabinet meeting held two weeks had authorized the administrative committee to finalize the issue relating to MoHRM. MoGA officials had long been working to set up MoHRM to change MoGA´s purely administrative role concerning civil servants. [break]



“The government decided to rename MoGA as MoHRM, broadening its scope and jurisdiction, said Binod KC, spokesperson of MoGA, adding, “We will immediately move ahead as per the fresh decision once we get the cabinet decision paper.” The Office of Prime Minister Office and Council of Ministers (OPMCM) is sending the decision paper to MoGA shortly.



According to officials, the fundamental objective in setting up MoHRM is to change the name, functions and structure of MoGA. “MoGA had been mostly engaged in transfers and promotions and giving consent to various ministries for such activities, and our efforts were somehow purely bureaucratic," said KC, adding, “But MoHRM has been entrusted with a broader jurisdiction beyond the handling of civil servants´ regular activities.”



MoHRM, as per the cabinet decision, will work on human resource planning, management audit, organization and management survey, research and civil service governance reform.

“MoGA´s activities to date were confined purely to government employees´ transfers, deputations, promotion and keeping record of such things," spokesperson KC added, “But MoHRM will not focus its activities on such things. Such things will be a small component of the new ministry.”



MoGA officials had bitter experiences when their counterparts abroad didn´t understand what MoGA actually meant. “We tried to make clear to our counterparts about MoGA´s role and responsibilities," said an official, “But they were surprised, saying they had never heard about such a ministry.”



Additionally, only officer-level staff will run MoHRM. “MoHRM will have no non-gazetted staff like non-gazetted first class, second class, peons, clerks and assistants,” said a MoGA official on condition of anonymity. But employees working in the finance section and computer operators can be non-officer level.



Officials also said that there will be more sections at MoHRM than in the present MoGA. MoHRM will be run via E-Governance system. “The functions, role, responsibilities and duties of MoHRM have been determined with a view to bureaucratic structure under the federal structure,” KC added.
