Khanal seeks govt-party coordination

KATHMANDU, Feb 17: CPN-UML Chairman Jhalanath Khanal has stated that people are becoming increasingly frustrated with the current government and pointed out the need for coordination between the party and the government.



"It is important to appropriately manage the task of regular coordination and cooperation between the government and the party, and run the government as per the party´s directives and decisions," Khanal states in his political paper presented at the party central committee meeting that began on Wednesday. The UML chairman has deplored the jumbo size of the cabinet, the irresponsible behaviors of some ministers, the deteriorating security situation of late and the rising tide of frustration among people towards the government.



Khanal said the government has failed to achieve the target of national consensus, take the peace process to its logical conclusion and keep on schedule to draft the constitution on time, due to the belligerent posture of the Maoists and lack of inter-party understanding.



"During its formation, the government had set itself the agenda of national consensus among the political parties, taking the peace process to its logical end, and drafting the constitution on time. But the government is yet to achieve these targets due to continued protests by the Maoists and lack of inter-party understanding," states the paper.



The chief of the third largest political party also states that the Maoists are posing hurdles to the integration and rehabilitation of Maoist combatants. "The combatants are like bargaining chips for the Maoists and they are insisting that the integration process and constitution drafting should go hand in hand," he states.



The UML chairman has also stated that the Maoist party has one-third of the vote in the Constituent Assembly and it can promulgate a new constitution just by forging an alliance with either the Nepali Congress or the UML, but it would not be promulgated without the Maoist vote. And the Maoists were using this strength as a weapon to seize power.



He said the ethnicity-based federal model proposed by the Maoists has posed a serious challenge to the country. "It is sure to lead the country to disintegration," the paper states.



In the political report, Khanal has also stated that the irresponsibility of the Maoist party has made political consensus a distant hope and that people have doubts the constitution can be promulgated on time.



He states that the High Level Political Mechanism aims at concluding the peace process amicably, but it will largely depend on the posture of the political parties. He further states that his party should take a middle path, avoiding the radicalism of the Maoist party and the status quo-ism of the Nepali Congress.



The UML chairman has expressed concern at intra-party rifts over several issues including the formation of parallel committees, panel-wise elections from the grassroots level and the difference between appearance and reality in the behavior of party leaders.
