KATHMANDU, Dec 8: CPN-UML Senior Vice Chair Ishwar Pokhrel has submitted a policy concept paper prepared for the party’s upcoming General Convention to the party’s central office.
Arriving at the Chyasal headquarters on Monday afternoon with leaders from his faction, Pokhrel handed the document to General Secretary Shankar Pokhrel. Pokharel has filed candidacy for party chairperson for the General Convention against current party chairman and former Prime Minister KP Sharma Oli, who holds a strong grip in the party.

He said the proposal focuses on party building, organizational functioning, collective leadership and mechanisms for internal checks and balances — outlining how the party should operate in alignment with People’s Multi-Party Democracy.
Pokhrel added that the concept paper will be formally presented in an organized manner at the General Convention. He also noted that issues seen in some areas during the delegate selection process have now been resolved.
According to Pokhrel, the team had initially planned to submit the document directly to party chair KP Sharma Oli, but due to circumstances not being favorable, it was instead handed over at the central office.
He further emphasized that his faction seeks a restructured leadership, warning that without organizational reform, the party risks moving in the wrong direction.
