Those arrested included Shishir Limbu, Nimtenji Sherpa, Dipen Rai and Kumar Rai.
SP Ganesh Thadamagar said they were arrested while they were collecting what they called "voluntary" donations from vehicles plying on the highway.
The Maoist cadres were handed over the District Police Office for further investigation.
