He argued that trying to resolve the ongoing multi-faceted political crisis by having ordinances issued through the president in the absence of an elected body would only further complicate the deadlock.[break]
"From the reinstated CA, the political crisis can be resolved in a most legitimate, safe and straight-forward way," Rai said at an interaction with journalists in Kathmandu on Friday. "Revival of the CA can only ensure new election soon."
Rai also clarified that while his party´s first priority is to finish the incomplete task of statute drafting and promulgating new constitution from the reinstated CA, he said his party would support even if the major parties agree on reviving the House only for its limited jurisdiction of legislative works and not for drafting the constitution.
He argued that if the parties chose any other option other than CA revival, such action would do much damage to the interim constitution and lead the country toward confrontation.
"Once the CA is revived based on a broader political understanding, rest of the issues will be settled by the elected body and that will be most legitimate way," he explained. "Even formation of a new government would be much easier in the presence of parliament."
He argued that Prime Minister Baburam Bhattarai will have no option other than to resign right after revival of CA/parliament. "I believe Baburamji will certainly step down on moral ground immediately after CA revival," he said.
Rai said once the then elected House is reinstated, the task of amending the election-related provisions in the constitution, appointment of justices in the Supreme Court, commissioners in the Election Commission and the Commission for the Investigation of Abuse of Authority and in other constitutional bodies will be easier. Appointment of justices and commissioners has stopped as they can be appointed only after parliamentary hearing.
Rai believed that at present the ruling UCPN (Maoist) party was only confusing other political forces by floating one alternative after another. He said the ruling Maoist leaders have come up with many alternatives so much so that it is hard to find which idea is their official position.
"On the other hand, the opposition parties aren´t solution-oriented either. They are just insisting on the one-point demand of the prime minister´s exit but have utterly failed to explain how they would settle the issues," he said.
