The agitating CPN-Maoist forwarded three conditions in response to an invitation to talks by the government. They forwarded the three conditions to the press on Friday, but they have not submitted them to the government directly. [break]
"We got the invitation of the government and our party has made public its concerns via media," said Dinesh Sharma, central committee member.
This time the CPN-Maoist has not mentioned the 11-point deal among the four major parties -UCPN (Maoist), Nepali Congress, CPN-UML and United Democratic Madhesi Front.
"Without addressing these three conditions, talks would be meaningless and irrelevant. The appointment of Karki has made the talks still more meaningless," states the letter issued by Chairman Mohan Baidya.
The Maoists also stated that the appointment of Karki was made under the pressure of foreign forces. The four parties recommended Karki under the pressure of foreign forces and his appointment has ignored the protests of the people, they said.
The appointment has made the political deadlock more complex, they pointed out.
"We will never be ready to accept the way the four parties surrendered on national issues."
Karki was appointed as CIAA chief on Thursday.
Another condition of the CPN-Maoist is to scrap the 25-point ordinance of 14 March for resolving constitutional difficulties. The deal was the basis for the formation of the chief justice-led election government.
Similarly, the CPN-Maoist has forwarded the condition that the ordinance on distribution of citizenships be scrapped, stating that the ordinance was brought in to distribute citizenship to non-Nepalis.
"The ordinance is anti-national and should be scrapped," reads the statement.
Meanwhile, the government has arrested five leaders of the CPN-Maoist, including party central committee member Suresh Shrestha, in the course of a protest against the voter registration process at Satungal on Friday.
The Maoist cadres chanted strongly-worded slogans against the process. According to Sharma, police had rained batons on the protesters and arrested party state committee members Buddhi Nepal and Shambhu Karki, district committee member Bishnu Karki and Kishor Nyaupane. They were released in the evening.
The Maoist cadres have been obstructing outside the valley the voter registration process.
