District Election Officer Tolraj Upadhyay said eligible voters are casting ballot in 70 polling centers in 35 polling stations.
CA by-election in the constituency is being held after demise of Nepali Congress (NC) lawmaker Hari Bahadur Khadka. Khadka, who was elected from the constituency, died in a road accident on December 3 last year.
As many as 13 candidates including two independents are in the election fray.
Champadevi Khadka, wife of late NC leader Hari Bahadur, Mana KC of UML, Krishna KC of UCPN (Maoist), Netra Bahadur Budhathoki of Rastriya Janamorcha, Kul Bahadur Kishan of CPN-ML, Nabin Chandra Sherpuja of Rastriya Prajatantra Party-Nepal, Resham Thapa Magar of Sanghiya Samajwadi Party, Chhetra Pratap Thapa of Rastrabadi Ekata Party, Rudra Bahadur Pun of Rastriya Janamukti and independent candidates Naina Kumari KC and Tulasia Thapa are vying in the poll.
The security system in the constituency has been beefed up in view of any untoward incident. Nepal Police and the Armed Police Force personnel have been deployed for the security purpose and ensure voters' right to use their ballot.

The EC has also deployed a mega monitoring team under the coordination of Joint Secretary which will be carrying out the monitoring in an open manner to check the implementation of the election code of conduct and thereby to ensure free and fair environment in the by-election.
There are some 52,200 eligible voters in the constituency.
