“Though there are some parties who are against fresh mandate, we are determined to hold the new election,” Dahal said, adding that proportional representation (PR) threshold, a currently hotly debated issue, should be maintained as it was in the previous CA election.
“We have to continue the provisions of the previous election in this election as well. Otherwise, there will a flurry of issues to be revised, which is not possible,” he added. He indicated his view that even those convicted in serious crimes should be allowed to contest election. “The parties have reached an understanding that a candidate, once-convicted in a criminal case, cannot be barred from running in election for good.”
