The main opposition Nepali Congress (NC) had been obstructing House meetings for the last eight days, demanding implementation of the five-point deal signed ahead of the second term extension for the CA at midnight on May 28. The deal includes the resignation of the prime minister. [break]
“In the context of my already announced commitment to concretely implement the five-point deal and quit the government if I fail, I request the NC to end House obstruction and let the House resume its business,” says a statement read out by Deputy Prime Minister and Minister for Finance Bharat Mohan Adhikari on behalf of the prime minister.
The prime minister is said to have fallen ill and has not been able to attend the House.
Khanal had sent a written commitment last week also to implement the five-point deal, but the NC had rejected the prime minister´s statement, arguing that his commitment was not satisfactory.
Last week, Khanal announced during a news conference that he would resign if the parties fail to reach an agreement on issues related to integration and rehabilitation of Maoist combatants, including numbers, modality, standard norms, rank harmonization and rehabilitation package.
In his statement, Khanal said he has already made a commitment to resign on August 13 if the peace process fails to make progress and that he reiterates the commitment before parliament.

He further stated that the current coalition would lose its sgnificance if a trustworthy environment could not be created by that time.
Responding to the prime minister´s statement, NC parliamentary party leader Ram Chandra Poudel argued that the prime minister has now realized his mistake in forging an alliance with the Maoists.
“I had told the prime minister that the Maoists would not go for completion of the peace process and that he and I should join hands to pressure them. But he argued that once the Maoists join the government, everything would fall in place. Now he seems to have realized that was a mistake,” he said.
Poudel said his party has decided not to obstruct parliamentary proceedings till August 13, the day the prime minister has pledged to resign. He said his party believes the prime minister would implement his commitment.
On Wednesday, the parliamentary committee formed to investigate leakage of the budget to media prior to iits tabling in the House and the parliamentary committee formed to monitor implementation of the five-point deal submitted their reports at the House.
