"The present government took a big risk to forward the peace process," Bhattarai said while addressing a gathering of the Federation of All Nepal Trade Union. [break]
Saying that the country was moving ahead through consensus among political parties, the prime minister further said, "My government will promulgate the constitution. Changing the present coalition to form a consensus government under Nepali Congress leadership is just a rumor."
The prime minister further said his party should be allowed to lead the consensus government as agreed in a deal signed by major political parties in November.

"The Maoist will lead the consensus government by the virtue of it being the largest party. The Maoist party will take the initiative to form a government either under my leadership or under the leadership of other Maoist leaders," the prime minister said.
Saying there were only two issues left to be resolved in the constitution writing, the prime minister claimed the remaining issues -- federalism and the form of governance -- would be resolved within two days.
"All the parties have informally agreed on a mixed system of governance. But the latest proposals of the Nepali Congress and the CPN-UML on federalism have created confusion among the political parties," said the prime minister.
