Minister for Information and Communications Shankar Pokharel said that the Maoist decision to declare autonomous regions, embargo on the capital and seizure of the Dhankuta Municipality violated the letter and the spirit of the CPA, which guides the peace process.
“The government urges UNMIN to pay attention to these activities,” Pokharel told journalists after a meeting of government ministers, home ministry officials and the chiefs of security agencies on Tuesday afternoon.
The meeting was called to take stock of the security situation in view of the nationwide Maoist protests and in the aftermath of its seizure of Dhankuta municipality.
“The seizure is the serious violation of the CPA,” said Deputy Prime Minister Bijaya Kumar Gachchhadar after the meeting. The meeting directed the security agencies to stay on high alert to ensure law and order. “The government is committed to maintain law and order. If there are any such activities, it will be the duty of the government to contain them,” said Home Minister Bhim Rawal.
When asked about whether the government also ordered the army to stay on high alert, Rawal categorically said that the government fully respects the CPA that does not allow mobilization of the army.
The meeting also evaluated the Special Security Plan and concluded that the plan had been effective in curbing criminal activities in Tarai, including highway blockades. Senior home ministry officials and security chiefs briefed the cabinet members about the security arrangements in view of the ongoing Maoist protests during the meeting.
