Gachchhadar unveils security plan

KATHMANDU, Sept 8: In a bid to improve law and order in the country, the Ministry of Home Affairs (MoHA) on Wednesday unveiled relief and reform programs. Aimed at strengthening security and good governance in the country, the new measures are expected to instill a sense of safety and security among the people.



Deputy Prime Minister and Minister of Home Affairs Bijay Kumar Gachchhadar unveiled the programs at a press meet in the presence of chiefs of three security agencies and Secretary of MoHA Leelamani Poudel at Singha Durbar. [break]



The relief and reform programs are divided into immediate, mid-term and long term. As per as the immediate program, MoHA will control criminal activities including abduction, rape and ransoms.



MoHA said it would improve security situation in Tarai and eastern Hill districts and on highways. According to the immediate program, MoHA will curb corruptions and control artificial price rise in the market.



As per the mid-term program, MoHA has planned to collect applications for Machine Readable Passport (MRP) from respective districts to reform immigration administration and curb crimes in this segment.



MoHA said it would reform prison management, would make promotion and transformation of government employees systematic and would end the practice of keeping lower rank policemen at the home of senior officials in the name of security.



Similarly, as per the long term program, MoHA has planned to form police service commission in order to strengthen police administration, improve regional administrative offices and bring in new law for the rescue of natural disaster affected people.







Addressing the press conference, Gachchhadar said that his ministry would not interfere in the work of security agencies while taking action against those involved in criminal activities. "This time there will be zero political interference within MoHA," he claimed.



He said that each and every decision would be taken based on existing rule and laws in the country, stating that the rule of law would come into force more strongly. "We will make the public feel substantial changes in peace and security," Gachchhadar added.



When asked whether he has any plan to be a model in terms of good governance as those of Prime Minister Dr. Baburam Bhattarai and the government secretaries, Gachchhadar said, "I have been a minister for the last 20-year. I could have amassed huge amount of property had I committed corruption." Gachchhadar said, adding, "I do not own any house in Kathmandu. This is the best example how honest I am."



He urged journalists to help MoHA enforce law and order in the country by providing information about those involved in criminal activities.







When asked about his party giving shelter to Ganesh Lama also known as Kavreli don, Home Minister Gachchhadar said furiously, "There are hundreds of Lamas in UCPN (Maoist). The same is in CPN-UML and Nepali Congress. But in my party, there is only one Ganesh Lama."



He said the media should not hype the issue related to Ganesh Lama stating he did not know about the background of Lama.



"It´s the state´s responsibility to give a fair chance to bad people for mending ways. He has joined my party to change his ways," stated Gachchhadar, adding, "Where does such a law exist in the world that a don can´t be turned into a yogi?"



He said the government would treat the armed outfits according to their nature. "Those groups who have political agendas will be treated in political way and the armed outfits involved in criminal activities will be treated as per the country´s law," Gachchhadar stated.
