Rautahat´s Local Development Officer (LDO) Narayan Prasad Sapkota has provided Rs 700,000 in advance to Hridaya Narayan Yadav, whose appointment as social mobilizer has been declared illegal by the MoLD and the CIAA, for organizing a field visit. [break]
When contacted, LDO Sapkota said that advance money was released to Yadav as per existing laws and rules. He also said that Yadav is one of longest servering staffers at the DDC.
Four months ago, MoLD and the CIAA had instructed the Rautahat DDC to remove 14 staffers hired on contracts, including Yadav. However, defying written instructions by MoLD and the CIAA, the Rautahat DDO had extended contracts of all 14 staffers.
The Rautahat DDC said it extended the contracts due to manpower crunch at the office. LDO Sapkota said their contracts were extended as daily adminsitrative works at the office have been affected in the lack of staffers.
According to Dinesh Thapaliya, spokesperson for the MoLD, the DDOs cannot hire employees on contracts in posts higher than Kharidar [a clerical post, non-gazetted second class] as per the Local Self Governance Regulations-2056 B.S. "Hiring higher level employees on contract is illegal," said Thapaliya.
Following similar instructions by MoLD and the CIAA, Birgunj Municipality, Gaur Municipality and Kalaiya Municipality have already terminated contracts of 23 employees, nine employees and one employee respectively.
