KATHMANDU, April 14: The government led by Prime Minister Balen Shah has unveiled a 22-page “National Commitment” document, presenting what it describes as a unified roadmap for governance reform and policy direction.
The document has been issued in line with point number three of the 100-point governance reform agenda announced immediately after the formation of the government.

Officials say the framework draws its political legitimacy from the Gen-Z movement of September 8-9, 2025, which demanded stronger action on corruption control and improved governance. In the aftermath of elections held in that backdrop, a government was formed under Balen Shah’s leadership, securing 182 seats.
The newly released commitment aligns with the broader 100-point reform agenda issued on March 27. Rather than reflecting a single party’s programme, the document has been presented as a consolidated framework representing all six political parties that gained national recognition after the March 5, 2026 elections.
According to the government, the document integrates election-time manifestos, pledges and policy commitments from the six parties into a shared national framework, signalling a shift towards collective ownership of reform priorities.
The government has also stated that the “National Commitment” will not remain a standalone policy document. Instead, it will be embedded into annual policy and programme statements, budgets, and reform initiatives beginning from Fiscal Year (FY) 2026/27 and beyond, ensuring implementation through sectoral ministries and agencies.
To support execution, inter-agency coordination and monitoring responsibilities have been assigned to the Secretary overseeing the development management division at the Office of the Prime Minister and Council of Ministers.
