Aid to Nepal Army conditional: US

WASHINGTON DC, Feb 3: The Obama Administration has proposed that no military aid be made available to Nepal unless the Secretary of State certifies that the Nepalese Army is co-operating fully with investigations related to violation of human rights by its officials.



According to the Obama Administration´s budgetary proposals to the US Congress, funds appropriated under the ´Foreign Military Financing Program´ should be made available for Nepal if the US Secretary of State certifies that the Nepalese Army is cooperating fully with investigations of violations of internationally recognized human rights. In order to give any military aid to Nepal, the Secretary of State will have to certify that Nepal Army is working constructively to redefine its mission and adjust its size accordingly.



The Secretary of State also needs to certify that Nepalese Army is implementing reforms including strengthening the capacity of the civilian ministry of defense to improve budget transparency and accountability, and facilitating the integration of former rebel combatants into the security forces, consistent with the goals of reconciliation, peace and stability.



However, these conditions would not be applicable to assistance to support the deployment of the army involved in humanitarian relief and reconstruction operations in Nepal, the budgetary proposals says.
