Action plan for 3-month campaign okayed

KATHMANDU, Feb 24: The Communist Party of Nepal (Unified Marxist-Leninist) has formed two separate committees led by party Vice-Chairman Bamdev Gautam and senior leader KP Sharma Oli respectively.



The ongoing Central Committee (CC) meeting of the party on Wednesday formed a Committee to Mobilize the Campaign for Peace, Constitution and Nationality. The committee headed by Gautam was formed after endorsing an action plan for a three-month campaign for peace, constitution and nationality, prepared by a three-member panel. The meeting had decided on Tuesday to launch the campaign with a view to make people aware about the contents of the new statute and formed the panel to work out the action plan. [break]



The meeting also formed another committee, to hold talks with other political parties on forging a national consensus through the resolution of several contentious issues among the parties. Bharat Mohan Adhikari, Pradip Gyawali, Ram Chandra Jha, Asta Laxmi Shakya, Ghanashyam Bhusal and Bhim Rawal are members of the committee, which is headed by Oli.



The meeting unanimously endorsed a ´special proposal´ on forging national consensus. In the proposal, the UML has reiterated its commitment to promulgating the new constitution within the stipulated timeframe-- by May 28. The UML has also urged all the political parties to concentrate their entire focus on the constitution-writing process.



The ruling party has emphasized the conclusion of the process of integration and rehabilitation of Maoist fighters, resolution of the issue of Maoist arms and vacating of the UN-monitored cantonments where the Maoist combatants are staying, before promulgating the new constitution as per the Comprehensive Peace Accord, the Interim Constitution and other agreements reached in the past.

"UML urges the Maoists not to create any obstruction to concluding the integration and rehabilitation process as per the action plan of the government´s Special Committee formed for the purpose," the UML has said in the proposal.



It has also stressed transformation of the UCPN (Maoist) into a civilian party. It has set forth some conditions before the Maoists to prove their transformation into a civilian party. The conditions are: returning public as well as private property seized by the Maoists during the insurgency, dismantling their structures run parallel to government organs, disbanding of the paramilitary structure of the Young Communist League and ending of extortion, among other things.



It has also demanded that the government immediately form the Truth and Reconciliation Commission and the Commission on Disappearance.



"Accomplishment of the aforementioned tasks will help remove mutual distrust among the political parties. In such a situation, our party and the UML-headed government will be open to discussions on any agenda of national consensus for national unity, peace and the constitution," the UML said.



On the High Level Political Mechanism, the ongoing CC meeting passed a proposal that the party´s senior leader, Prime Minister Madhav Kumar Nepal, be given the status of permanent invitee member of the mechanism.



The party also started discussions on the contents of the new constitution. On Wednesday, several members spoke on the model for state restructuring.
