Bishnu Prasad Subedi, chief of the office said, they were taking action against the cooperatives that have been failing to submit annual auditing and progress report, profit description, name of promoters and report of annual general meeting, among others, to the office.[break]
“We are initiating action against those cooperatives that are defying the Cooperative Act despite our repeated warnings,” Subedi added.
The office has already revoked registration of five cooperatives for not following Clause 34 of Cooperative Act 1992.
Subedi said the cooperatives were also likely to lose their operating license.
There are a total of 502 cooperatives in Dhaulagiri zone, according to the office.
Most of the cooperatives defying the office´s direction are from rural areas.
Promoters of cooperatives, however, blame the office for not carrying out monitoring and supervision effectively. Ram Bahadur GC, member-account committee of National Cooperative Bank, said the office has been monitoring only the cooperatives areas close to it,´´ said GC, adding, “The state should utilize its investment by developing special mechanism.´´
Officials attributed the weak monitoring capacity to lack of human resources.
Rs 1.2 million frozen
Meanwhile, Rs 1.2 million allocated by the government to implement ´Cooperatives in Villages and Cities, and Employment at Every Household´ program in Mutang and Baglung has been frozen. The fund was allocated for six village development committees (VDCs) each of Baglung and Mustang to operate fair price cooperative shops. The government had launched the program two years ago.
"Cooperatives in all VDCs of Parbat and Myagdi are already implementing the program. However, six VDCs each of Mustang and Baglung didn´t approach us for the fund to implement the program,” added Subedi.
Argewa, Dhulluwaskot, Ranasinghkiten, Adhikarychaur, Darling and Rangkhani VDCs of Baglung and Kagbeni, Chusang, Jhong, Lete, Ghami and Lomanthang VDCs of Mustang didn´t approach the office for the fund, according to Subedi.
