Though all these agencies have headquarters in Kathmandu, they have not fulfilled necessary procedures of operation, according to the officials.

“We won´t let these agencies resume operation unless they submit the required documents,” said Hemanta Sitaula, president of the association. He also said the association started market monitoring after the agencies cold-shouldered their calls to furnish necessary documents.

The police arrested S Sharma of Pacific Manpower, Ram Bhattarai of Bheri-Karnali, Birendra Thapa of Equator, Pawan Dahal of Bridge Sky and Tulsi Aryal of Sadikshya.

Manpower agencies have mushroomed in areas adjoining Itahari in recent days. Sitaula told Republica that 18 of about 40 manpower agencies in the district are operating without license.

FEEA officials said they started monitoring after coming to know that some manpower agencies were sending workers without following due procedures.
