Madhesi parties divided over Karki appointment proposal

KATHMANDU, May 5: At a time when the proposed appointment of Lokman Singh Karki as the chief of the Commission for the Investigation of Abuse of Authority (CIAA) has already created sharp divisions in the Nepali Congress and the CPN-UML, Madhes-based political parties, including the constituent parties of the United Democratic Madhesi Front (UDMF) represented in the High Level Political Committee (HLPC), also remain divided over the proposal.



While Madhesi People´s Rights Forum (MPRF), Tarai Madhes Democratic Party-Nepal (TMDP-N), MPRF-Democratic (MPRF-D) and Sadbhawana Party have rejected the proposal, MPRF-Republican (MPRF-R) and National Madhes Socialist Party (NMSP) have stood in favor of Karki´s appointment. [break]



Chairman of MPRF Upendra Yadav has said that a person with a “tainted image” can not be appointed as the head of CIAA. “How can a person, who has been accused of corruption, be appointed as the chief of anti-grant body?” questioned Yadav, adding, “It has been learnt that Karki has thrown a lot of money to bag the position.”



General Secretary of Tarai Madhes Democratic Party-Nepal (TMDP) Dan Bahadur Chaudhari said that their party does not support the proposal to appoint Karki as the chief of CIAA. “This will create more complexities. A person with a controversial image can not be appointed to such a prestigious position,” Chaudhari maintained.



General Secretary of Sadbhawana Party Manish Suman said Karki should not be appointed as the CIAA chief under any circumstances. “We cannot support appointment of a person who has been accused of suppressing a democratic movement,” said Suman.



MPRF-D leader Ramjanam Chaudhari clarifying that they do not have any personal animosity with Karki said that a person with a “clean image” should be preferred for the post.



However, NMSP Chairman Sharat Singh Bhandari said this is not the time to bring up old issues as the country is moving toward reconciliation. “The country should move forward taking all sides into confidence,” Bhandari argued.



Similarly, MPRF-R Chairman Rajkishor Yadav expressed his party´s support to appointment of Karki as the chief of CIAA.



Leaders of TMDP-led by Mahanta Thakur could not be reached for comments.



The statements of Madhesi leaders have come at a time when a large number of Nepali Congress (NC) leaders and CPN-UML have already decided to oppose the appointment.



The first meeting of HLPC had decided to recommend the Interim Election Council to appoint Karki as the chief of CIAA.



Though the move was challenged at the Supreme Court, a division bench of Justices Girish Chandra Lal and Tarka Raj Bhatta on April 30 had scrapped an earlier interim order issued by Justice Sushila Karki.



CC meeting Sunday



A meeting of the Constitutional Council (CC) has been called for Sunday to discuss appointments at the Commission for the Investigation of Abuse of Authority (CIAA). According to a source, the meeting will dwell on the recommendation of the High Level Political Committee to appoint Lokman Singh Karki as the chief of CIAA.



Chairman of the Interim Election Council Khil Raj Regmi is the head of the CC while Officiating Chief Justice Damodar Prasad Sharma, Minister for Home Affairs Madhav Ghimire, Minister for Information and Communications Madhav Poudel and Minister for Women, Children and Social Welfare Riddhi Baba Pradhan are the members.
