One of the major figures behind illegally raking over billions from 0.65 million people throughout the country, Bishnu was recruited into the police force on April 27, 1993 as a constable at the age of 19. [break]
Bishnu´s stint in Nepal Police ended on October 18, 1998 after the Police Special Court decided to sack him seven months after he was suspended on a ´fraud´ charge. Nepal Police, however, could not immediately verify why he was terminated.
According to his former colleagues who sought anonymity, Bishnu was suspended on May 4, 1998 for embezzlement -- reportedly worth Rs 1, 94, 000 -- at the store department of police headquarters. “He had forged the signature of a colleague to obtain the latter´s ration when the latter was on official leave,” said a former colleague.
He was said to have served seven months in custody during prosecution at the Police Special Court after his suspension. “We can provide the details of the case after a few days,” said spokesperson for Nepal Police Deputy Inspector General (DIG) Bigyan Sharma. “However, it must surely have been a ruthlessly unethical case,” he added.
According to the records at the Nepal Police, Bishnu, from Arthar Dandakharka VDC-3 in Parbat district, is the second son of Tez Bahadur Chhetri and grandson of Tul Bahadur Chhetri. His youngest brother Krishna Bahadur Chhetri, who left his job in Nepal Army 10 years ago during the insurgency, has also been involved in Unity Life International as training director.
Bishnu´s identification is also recorded at Nepal Police as the one having a scar just above his eyebrows and who is 5 feet 8 inches tall.
According to his former colleagues, an inspector was punished -- reportedly demoted to the post of senior sub-inspector -- for abetting Bishnu.
Following ignominious exit from Nepal Police, Bishnu was said to have flown to Dubai to work there as a security guard where, acquaintances claimed, he cheated a bank of 76,000 Rial taken as a loan. The bank has still been corresponding to his ancestral home, acquaintances said.
Bishnu has of late been settled in Kathmandu with his second wife who is also said to be associated with Unity Life International. His family had shifted to Dumkibas VDC in Nawalparasi district some eight years ago.
Bishnu and Krishna were also active in expanding the net of ´Gold Quest´ in Parvat district, a networking company that notoriously fled the country a few years ago with millions collected from members across the country, said persons who claimed to have known him.
They said locals in Arthardandakharka VDC nowadays describe the Chetri brothers as ones who have earned loads of money enigmatically and been thus enjoying profligate lives. They were even said to have orchestrated a festival in their village a few months ago, posing themselves as the ´dignified guests´.
“Despite his new image as a rich man, locals have not yet forgotten his days when he was still a cop, who collected money either to “send youths abroad” or “´help people to get recruited into Nepal Police,” a resident of Arthardandakharka VDC told myrepublica.com.
Bishnu and Krishna have been absconding together with four other promoters of Unity Life International since the government started hunting for them this week.
