The amendment proposal registered at the Constituent Assembly Secretariat by RPP-N Chairman Kamal Thapa has also proposed adopting a system of local governance instead of federalism.Organizing a press conference at its Parliamentary Party Office in Singhadurbar on Thursday, the fourth largest party in the CA said that the bill should do away with secularism and establish Nepal as a Hindu state.
Likewise, the amendment proposal registered by the party has suggested restoring monarchy in the country. "His Majesty will be the head of state. The word His Majesty refers to the King, who is the descendant of King Prithvi Narayan Shah and a Hindu King," stated the amendment proposal.
However, Chairman Thapa himself said that the chance of restoring monarchy is slim and the party has raised the issue only to fulfill its duty and express its commitments toward its principle and agenda.
"Every agenda is important to the party. Restoration of monarchy is also theoretically possible," said Thapa. "The agenda of restoring Hindu state is getting support from all walks of life," he added.
The party has also proposed electing a parliament with 75 members -- one each from 75 districts -- through the first-past-the-post electoral system and 160 members through proportional representation system.
The party has also proposed electing women in 50 percent seats of the National Assembly as well as securing positions for woman representatives in the constitutional bodies like Election Commission and National Human Rights Commission.
