The 18 ex-policemen under detention had demanded a judicial inquiry into alleged irregularities in the Nepal Police, which the government, ironically, had already fulfilled on November 16. The government has formed a three-member special court under the joint district attorney of Surkhet.
However, even a month after its formation the special court is yet to take any concrete steps. More surprising is the fact that the administration was unaware of the formation of special court even as the mutineers were protesting for more than 15 days.
Chief District Officer (CDO) of Kailali Hari Krishna Paudel, who is a member of the special court along with the Mid Western DIG of Nepal Police, was summoned by the Home Ministry to Kathmandu within 24 hours after the protests turned violent.
The entire grim episode could have been avoided had the ministry informed the local administration about the decision. Kailali district administration office claims that it did not receive any letter from the ministry regarding the decision.
For its part, the ministry is yet to set guidelines for the court, according to acting joint attorney of Surkhet Dev Kumar Giri.
