All the lawmakers are asked to attend the historic event on official dress, with grey coat or with cultural costumes of the community they represent. Former CA members, Kathmandu-based diplomats, heads and members of constitutional bodies are invited to the event.CA Chairman Subas Nembang said Sunday's CA meeting at 5 pm will be the last CA meeting before it gets converged into a special ceremony to unveil the new constitution.
Though the President, Ram Baran Yadav, is invited to sign and unveil the constitution, the CA Secretariat has no plans to allow him to address the ceremony. "We do not have any plans to allow the president addressing the ceremony as the CA regulation does not allows it," said Nembang.
As per the rule 110 of the CA regulation, CA chairman will hand over the copy of the statute to the president for signing and declaring the commencement of the new constitution amid the ceremony.
The constitution was endorsed on Wednesday, accommodating 49 suggestions made by a five-member committee led by Baburam Bhattarai. Lawmakers will sign on the copy of the new constitution on Friday from 9 am to 3 pm. After the completion of lawmakers' signing, Chairman Nembang will authenticate the national charter on the same day. Lawmakers have to sign on five copies of the constitution. The five copies of the constitution will be placed at the CA Secretariat, Office of the President, Office of the Prime Minister, Ministry of Federal and Parliamentary Affairs and the Law Books Management Board.
