According to leaders, the speaker is preparing for passage of the bill registered at parliament secretariat to amend the Interim Constitution on November 11, when the next parliament meeting is scheduled for.[break]
"We are planning to pass the amendment bill on November 11. We might hold several rounds of House meetings after brief intervals on the same day if needed," said Minister for Law and Justice Brijesh Kumar Gupta after the meeting on Monday.
Based on the seven-point agreement reached among the major political parties on November 1, top leaders in the dispute resolution subcommittee of the Constitutional Committee (CC) Friday decided to form an expert panel to offer suggestions to the Constituent Assembly (CA) on state restructuring. Then, the government later on the same day registered a bill to amend the constitution at parliament secretariat as the present statute envisions formation of a high-level commission to provide suggestions on state restructuring to the government.
Nembang said he has just begun consultations for expediting the task of forming the expert panel. "I talked to chief whips of major parties today (Monday). I will put forth this proposal at the Business Advisory Committee´s meeting to be held just ahead of the House meeting Friday," he said.
CPN-UML chief whip Bhim Acharya said they are also planning to amend the related provisions in the CA regulations in line with the amendment in the statute within couple of days after the changes in the constitution.
The speaker talked to Maoist chief whip Dev Gurung, NC chief whip Laxman Ghimire and UML´s Acharya and urged them to press the top leaders of their respective parties to take initiative to form the expert panel soon.
"The panel should be formed by the time we amend the statute and regulations so that the panel can start its work immediately," said Nembang.
