KATHMANDU, July 30: Election Commission Secretary Shankar Koirala has resigned from his post, expressing dissatisfaction over the appointment of Leela Mani Paudyal, secretary at the prime minister´s office, as new chief secretary, on Monday.
Secretary Koirala submitted his resignation to Prime Minister Baburam Bhattarai through newly-appointed Chief Secretary Paudyal, saying that Paudyal was elevated to the post of top bureaucrat violating the norm of seniority in the service. [break]
In his resignation letter, Koirala has stated that the government decision has weakened such a disciplined and professional permanent mechanism as public personnel administration. His move is aimed at preserving the morale in the civil service, he has maintained.
A day earlier, the government appointed Paudyal as acting chief secretary who will succeed outgoing Chief Secretary Madav Prasad Ghimire on August 6, when the latter´s two-year term as the country´s top bureaucrat expires.
Following suit, another secretary Dr Trilochan Uprety, head of human rights department at the PMO, put in papers. In his resignation letter, he has said he is unwilling to continue with his job in the existing situation and has asked the government to not only to codify provisions on human rights in theory but also put them into practice.
Meanwhile, Shyam Prasad Mainali, secretary at the Public Service Commission is also set the tender his resignation. According to his office, he will announce his resignation amid a press conference on Tuesday at 3 pm.
