SEBON office padlocked

KATHMANDU, March 17: Protesting the appointment of two employees on contract basis, employees of Security Board of Nepal (SEBON) -- the capital market regulator – padlocked the office on Wednesday.



An officer and a chief assistant were appointed in Security Data Management Project (SMDP) – a World Bank funded project -- on a three-month contract on Tuesday. [break]



Protesting the fresh appointment, Employees’ Union of SEBON padlocked the chambers of the SEBON Chairman Surbir Poudel and its directors, bringing regular works to a standstill.



However, Poudel, organizing a press meet on the day, claimed that the union had padlocked the office without informing them about their fresh demands.



“The new appointments can’t be withdrawn as they were made as per the need of the project,” Poudel added. “It’s not possible to cancel the appointment as it will hamper the project works. I request the employees to reconsider their demands and return to work.”



He also claimed that the two technical staffs were employed on the recommendations of SEBON employees and that they were volunteering for the projects for the past three months.



Raju Bahadur GC, president of the union, said the employees padlocked the SEBON office, protesting the decision to appoint two employees without announcing vacancy.

“We won’t remove padlock unless the chairman annuls the fresh appointment. We are even ready to lose our jobs,” he added. He also said they were also pressing the SEBON board to address their other demands.



GC also said the chairman had appointed 13 persons and sacked two employees last year without following necessary procedures.



Other demands of the union include handing over the chairman’s authority to the immediate senior employees in the absence of the former, regular meeting of SEBON’s board and independent selection of employees for trainings among others.



They have also demanded the SEBON board to create a conducive environment to hold talks with the employees.



They also objected to the chairman’s correspondence to the Ministry of Finance to sack two board members – Lal Mani Joshi and Sitaram Thapaliya, stating that they had failed to attend board meetings for more than five times.



Chairman Poudel, however, maintained that the decision to remove the board members was taken as per the SECBON Act.
