KATHMANDU, May 9: The Rastriya Swatantra Party (RSP) has launched the first phase of its parliamentary practice and leadership development training series titled “Capable MPs, Strong Parliament” for its House of Representatives members.
Organized by the party’s central training department, the two-day programme is being held on May 9 and 10 at the Staff College in Jawalakhel, Lalitpur. The training will be formally inaugurated this afternoon by the party’s vice chair and Minister for Finance Swarnim Wagle.

The programme aims to sharpen lawmakers’ parliamentary, legal, and policy-making skills while strengthening Parliament’s effectiveness in addressing public concerns.
The first day of the training will focus on parliamentary procedures and the relationship between Parliament and the government. Party General Secretary Bhoop Dev Shah will lead a session on coordination among the party, government, and Parliament. Likewise, parliamentary party deputy leader Ganesh Parajuli will speak on the proactive role lawmakers should play in parliamentary committees, while lawmaker Nisha Dangi will share her experiences on parliamentary practices and party coordination mechanisms. The sessions are expected to help lawmakers enhance their effectiveness inside Parliament.
The second day will center on political conduct, diplomacy, and preparations for upcoming elections. Whip Krantishikha Dhital will conduct sessions on political psychology, behavior, and ethical leadership, while Minister for Foreign Affairs Shisir Khanal will shed light on the technical aspects of diplomatic relations and state protocol. Similarly, Joint General Secretary Bipin Kumar Acharya will present a working paper outlining a scientific framework for candidate selection and the party’s internal preparations for the upcoming local elections.
The programme will conclude with a special directive address by party Chair Rabi Lamichhane, who is expected to outline the party’s core agenda, commitment to good governance, and the responsibilities of lawmakers as accountable public representatives.
RSP believes the intensive training will help its lawmakers present public concerns more effectively and assertively in Parliament while upholding parliamentary dignity.
