According to the Nepal Human Rights Year Book 2013 launched by Insec, 341 cases of human rights violation were recorded across the western region in 2012 and 555 people were victimized. [break]In 2011, altogether 416 people were victimized in 314 cases of human rights violation in 16 districts of the region.
The report says a total of 34 people including 20 male and 14 female were killed last year, according to the report. Shiva Khakurel, coordinator of the farwestern regional office of Insec, said the government was involved in the killing of two people in Nawalparasi and Kapilvastu districts.
The report further states that the year 2012 saw steep rise in the number of killings with the involvement of relatives, unlike in the past years. Thirteen people were killed by their family members in different districts of the western region last year. Among the 13, four were killed in Nawalparasi, three in Tanahun, one each in Baglung, Gorkha, Kapilbastu, Kaski and Gulmi districts. But no case of human rights violation was recorded in the mountain district of Manang, according to the Insec report.
Similarly, violence against women also rose in the western region last year with 70 incidents recorded. Khakurel informed that incidents of rape, abduction, polygamy, domestic violence, allegation of witchcraft, torture, and trafficking were reported during the year.
However, cases of child rights violation were slightly lower in 2012 compared to the previous year, says the report. The year 2011 saw 82 cases of child rights violation in 2012 the cases came down to 74. "Along with women, children are repeatedly being made victims in most of the cases of human rights violation in the region. It is alarming," informed Khakurel.
A total of 3,521 cases of human rights violations occurred in 2012 with 910 cases involving women victims, states the Year Book 2013.
