Speaking at a function on Saturday, he said his party will finalize names of UML leaders to be appointed as ministers on Sunday.
The present government cannot be a national government as other parties will not join due to the seven-point agreement, he said.
Claiming that the new constitution cannot be drafted by May 28, he said his party is working for peace and constitution.
