Police constituted the three-member committee headed by Senior Superintendent of Police Mingmar Lama of Koshi Zonal Police Office to launch an investigation after DSP Thapa´s call records revealed that he had repeated conversations with Parshuram after the attack on Dhakal as well as after the June 1 attack by Youth Force cadres on Abhishek Giri inside the Morang District Court premises. SSP Lama said the committee has checked some call details between Thapa and Parshuram and has asked for other call details.
“Investigations so far do not point at any wrongdoing. More investigation will be conducted,” he said, adding, “If the sequence of events match, he will be proven guilty, otherwise not.”
The committee has already recorded Thapa´s statement.
The committee was initially given three days to submit its report. However, it sought a week´s extension. The new deadline expires on June 26.
Police officials say lengthening the probe and claiming that there is not enough evidence offer clear indication of the intent to give Thapa a clean chit.
Despite the attack on Giri inside the court premises in front of cops, judge, and lawyers, DSP Thapa had registered only a public offence case against the assailants after making sure that Parshuram´s name was not included.
Thapa was deputed to Biratnagar under Youth Association Nepal Chairman Mahesh Basnet´s initiative when the home minister was from the CPN-UML.
After arriving in Biratnagar, Thapa is learnt to have bragged his colleagues that he had come to Biratnagar to earn money.
Following the court attack, Giri´s wife Anisha had reached the District Police Office with an attempted murder complaint against Parshuram and the YF assailants. However, Thapa refused to register the complaint.
The complaint also contained the name of Sub-Inspector Raju Shrestha, whose call details show repeated phone conversation with Parshuram after both the incidents.
Police officials admit Parshuram managed to evade arrest owing to help from the police department.
“Parshuram easily escaped as he received information from the police as well as others. That is also the reason why we have not been able to arrest him so far,” said Deputy Inspector General of Police Binod Singh of Eastern Regional Police Office. “We are now following a new strategy by keeping an eye on cops and others who gave information to Parshuram.”
