PM sends Koirala message for consensus govt

KATHMANDU, Dec 24: Prime Minister Baburam Bhattarai sent a message to Nepali Congress (NC) President Sushil Koirala, the PM candidate from the party, proposing him two phases for the formation of national consensus government, on Monday.



According to the PM’s aide Bishwodeep Pandey, Bhattarai has proposed the induction of NC and CPN-UML into his government to give it a national consensus status in the first phase, and handover of the leadership of the government to NC, after a certain time, during elections, in the second phase. Alternatively, the PM has proposed a consensus government under the leadership of Madhesi or fringe parties or an independent person with political background, who is agreeable to all, Pandey added.



Within the two phases, the PM has proposed to conduct new elections by mid-May, formulate necessary electoral laws, appoint officials at constitutional bodies, including Election Commission, and set up a truth and reconciliation commission to accomplish remaining tasks of the peace process.



The PM’s aide also said the message was sent through a second generation leader as PM Bhattarai believes Koirala’s close circle is dominated by those who are opposed to any such agreement.
