DHADING, April 5: CPN-UML Vice-chairman Ashok Rai on Thursday blamed UCPN (Maoist) and its leader and Prime Minister Baburam Bhattarai for the lack of progress in the ongoing peace process and constitution writing task.

Countering the PM’s statement Monday that UML had been creating unnecessary hurdles in the army integration process, Rai described the PM´s remark as his intent to cover up his own incompetence in handling the peace and constitution writing processes. [break]

Speaking at a program organized by the Dhading chapter of Press Chautari Nepal, in Dhadingbesi, the UML leader elaborated that Bhattarai made the remark to escape from the responsibility the Maoist party has to take for a disastrous situation that will possibly emerge in the event of failure to promulgate a new statute by May 27.

Rai said major political parties have been intensively working to resolve outstanding issues of state restructuring, forms of governance, electoral and judicial systems, so that the new constitution could be promulgated within the deadline.

On the occasion, Rai also said his party is now clear about the right kind of federal model the country needs to adopt and stressed that the new federal provinces should be crafted based on identity and competence of various ethnic, linguistic and geographical communities.
