Addressing a far-western regional rally of Nepal Teachers´ Union in Baitadi, Deuba said the constitution must not be promulgated before ensuring the management of the Maoist arms and combatants and that was the official position of his party.
Deuba criticized the Maoists for continuing with their old tactics of intimidating and threatening rival party cadres at village level. He pointed out the need of unified and strong NC to fight the Maoists excesses.
