KATHMANDU, Jan 29: Former Prime Minister and Nepali Congress President Girija Prasad Koirala has termed government’s decision to promulgate some ordinance within nine days of parliament session’s prorogation as a ploy against parliamentary system of government.

"If they [the Maoists who are leading the government] were honest to the system, they should have introduced bills in the parliament,"he said while talking to reporters at the party´s central office. Koirala was at the party headquarters Thursday morning to pay respect to martyrs on the occasion of Martyrs´ Day.

Government, on Wednesday, had decided to promulgate three ordinances - Special Economic Zone Ordinance, Investment Board Ordinance and Disappearance Commission Ordinance. It agreed in principle to amend two laws - Social Conduct Reforms Act and Some Acts Related to Public Service through ordinance.
