No constitution sans property return: Deuba

DANG, Dec 11: Nepali Congress (NC) leader Sher Bahadur Deuba said on Sunday that his party would not let the Constituent Assembly (CA) to promulgate the new constitution unless the Maoists return the seized land to the rightful owners.



Deuba stated that the return of the seized land is an integral part of the peace process and said argued and argued that his party is against the completion of the peace and constitution drafting process unless the seized land is returned.[break]



“There is an agreement on the return of the seized land and it must be implemented,” said Deuba addressing thousands of party cadres in Dang Sunday.



He also said NC would launch a nationwide campaign for the return of the seized properties. “The police and administration should make sure the properties are returned,” said Deuba.    



According to him, it is absurd to promulgate the new constitution as the Maoists have seized the land of hundreds of NC cadres. The former prime minister also stated that the Maoists must shed their militant character for the peace process to conclude. “The arms and armies of the Maoist party must be managed and the cantonments should be emptied,” he argued.



Deuba assured the party workers that NC would leave no stone unturned to return the seized properties.



Deuba had told party cadres the previous evening that he would be the next prime minister if the NC gets a chance to lead a national consensus government.



Also speaking at the function, NC leader Khum Bahadur Khadka stated that NC has ´youth power´ which could be mobilized to tame the Maoists if need be. “We have youth power, but we lack the official decision of the party to mobilize them. If the party gives us directives we know how to bring the Maoist party to size. We will show to the people how to get back the seized properties in a matter of two days,” stated Khadka, who is also a former home minister.



Thousands of party cadres had gathered at the venue to listen to the party leaders. NC leaders Manmohan Bhattarai, Bal Krishna Khand, Deepak Giri, and Pushpa Bhusal, among others, stressed the need for NC to take concrete steps to return the seized land.
