No consensus govt under Article 38 (2): UML

KATHMANDU, May 3: The CPN-UML said on Thursday that Prime Minister Baburam Bhattarai must resign to pave the way for formation of a consensus government, making it clear that his party would not join the government formed under “majority provision “of the interim constitution.



The third largest party took the decision to this effect at the party standing committee meeting on Thursday afternoon. [break]



"A consensus government cannot be formed by giving continuity to the government formed under Article 38 (2) of the interim constitution. The prime minister must region as the CPN-UML will not join such a government," said standing committee member KP Oli, emerging from the meeting.



The CPN-UML has concluded that a consensus government should be formed as per the Article 38 (1) of the interim constitution that relates to formation of government on the basis of political understanding.



The meeting, according to Oli, also accused the ruling coalition of backtracking from the Wednesday´s understanding by refusing to dissolve the present government. The parties had reached an understanding to dissolve the coalition Thursday. But the ruling parties on Friday argued that the government should be reshuffled and not be dissolved.



"They have backtracked from the understanding reached yesterday (Wednesday). It shows that the UCPN (Maoist) is trying to buy time and thus does not want to see the constitution promulgated [by May 27]," said Oli.
