Speaking in an interaction program organized by the Human Rights Journalists´ Association (HURJA) here today on the occasion of its eighth anniversary, Upadhayaya commented that the government did not show the eagerness to implement the recommendation of the NHRC for initiating legal action against the perpetrators.[break]
"The NHRC has recommended action against certain people but they are occupying positions in the government and in the security agencies. The institutions concerned have been directly or indirectly implicated of committing excesses, hence the reluctance in taking action," he said.
The NHRC chief official said that although the attention of the Prime Minister has been drawn from time to time for initiating action, the process for taking action against the criminal cases related to the political parties has not moved ahead. Instead, cases are being withdrawn one after the other, he added.
Upadhyaya said that the report brought by the then United Nations Office of the High Commissioner for Human Rights was full of errors and irrelevant as it was brought late and without consulting and coordinating with the NHRC.
Human rights defender Subodh Pyakurel alleged the government of trying to render the NHRC, a constitutional body, inoperative.
Former election commissioner Prof Birendra Mishra called on the government to show the guts to take action against the human rights violators.
Member of the National Women´s Commission, Manu Humagain, called on the bodies concerned to be serious regarding the increase in the incidents of human rights violations and violence against women.
President of HURJA, Chhatra Shankar Karki, expressed dismay that action has not been taken against the people guilty of committing human rights violation during the conflict period.
As per the government statistics, 12,686 people were killed in the country during the decade-long conflict.
The Nepal Conflict Report-2012 published by the UN Office of the High Commissioner for Human Rights shows that there is widespread human rights violation in Nepal. The OHCHR published the report despite the government´s request not to publish it.
