New constitution on Sept 20: CA

KATHMANDU, Sep 15: Constituent Assembly (CA) has decided to promulgate the new constitution of the country on September 20 amid a special ceremony at the CA building.

CA Chairman Subas Nembang confirmed the decision. "I have set the date for promulgating the new constitution for September 20 at 5 pm after consulting with the top leaders of major political parties," Nembang told Republica on Monday. He said, he fixed the date after consulting Prime Minister and Nepali Congress (NC) President Sushil Koirala, CPN-UML Chairman KP Oli and UCPN (Maoist) Chairman Pushpa Kamal Dahal on Monday.


If the constitution making process goes as per the plan, the CA secretariat expects the rest of the process of constitution-making to conclude within a few days. With the completion of the ongoing clause-wise voting process, the CA will hold vote division on the Constitution Bill in a bulk. Then the lawmakers will sign the constitution and the CA chairman will certify the bill and hand it over to the president for promulgation. "After the CA chairman certifies the constitution bill, he will hand over the copy of the statute to the president for signing and declaring the commencement of new constitution amid a special ceremony," reads the rule 110 of CA regulations.

CA Chairman Nembang is scheduled to visit President Ram Baran Yadav at 9 am on Tuesday morning to extend him a formal invitation to the historic event. In line with the CA regulations, Nembang has approached the president for the special ceremony to sign and declare the commencement of the new constitution of the country from the CA meeting. "People's decade-long wait for the new constitution from people's representatives will turn into reality on that day amid a special ceremony at the CA meeting," said Nembang.

CA had not fixed the date of promulgating the new constitution after it missed its earlier deadline even from the first CA. Political parties had missed their self-imposed deadline of promulgating new constitution by January 22 in 2015 after the second CA election on November 19, 2014.
