Nepal invites Nobel laureate

WASHINGTON, Jan 5: The government has extended a formal invitation to Nobel laureate Elinor Ostrom, whose extensive researches on irrigation and forest management system in countries like Nepal won her the award for economics in 2009, to visit Nepal. [break]



Nepali Ambassador to the United States Dr Shankar Sharma handed over the invitation to Ostrom in the Indiana University where she works. He also gave her a Pashmina scarf as a token of love on behalf of government of Nepal.



“Ostrom is an expert who places community on the forefront of development activities. During her visit, the government aims to disseminate her research-based knowledge on how Nepal can best utilize its common resources,” Dr Sharma told myrepublica.com.



During her talks with Dr Sharma, Ostrom had laid emphasis on the need to make Nepal´s development partner listen to local communities and user groups. Referring to the way the donors worked in Nepal, she related a case wherein the irrigation channel built by a donor agency always went through a shortfall in water supplies.



“This was because the donor had faulty design. Had it involved the local community in the process, the problem would have never occurred,” said Ostrom, who studied the involvement of local people in forest and irrigation sector in over 40 different parts of Nepal in 1992.



She had used a large number of citations from these studies in her research paper that won her the Nobel Prize. Unlike the conventional wisdom, which believed common resources can be best utilized either by the government or the private sector, Ostrom had shown that it could be attained through community mobilization as well.
