Chief District Officer Kishna Shyam Budhathoki said that the incident took place when Chhetri was working in his office in the afternoon.
Chettri said that the members of Nepal Tarun Dal and Nepal Students´ Union (NSU), youth and student wings of Nepali Congress respectively, took the action against him on the basis of what he called personal animosity and denied the charges levied on him. Chhetri has been kept in the office of the district administration office for security reasons.
Bishnu Ghimire, president of NSU Pyuthan chapter, said that they took the "action" against the chief district education officer for his corruption while construction a school building and purchasing stationery under the literacy program.
In the meantime, local government employees have protested the humiliation of Chhetri and have demanded legal action against those involved in smearing the black shoot on his face.
