The NC district presidents during the two-day national gathering that ended on Sunday concluded that the Maoists were not sincere toward implementing the past agreements with regard to constitution drafting and peace process.[break]
“This gathering strongly urges the Nepali Congress to initiate peaceful democratic movement after August 31 if the Maoists dilly-dally in concluding the peace process and disregard the basic norms and values of democracy,” states a 13-point proposal passed by the gathering held at Dhulikhel, Kavre district.
The extended three-month term of CA is expiring on August 31.
The NC district presidents urged the party leadership to call a Mahasamiti meeting by the third week of August to chart out the future course of the party if the Maoists fail to conclude the “fundamental tasks” of peace process as agreed in the five-point deal. They maintained that Maoists must disarm themselves and vacate the cantonments before the CA term expires.
The district presidents also accused the Maoists and Prime Minister Jhalanath Khanal of not being serious toward implementing the five-point deal. “The remarks of Maoist leaders with regard to the peace process and delay on the part of prime minister to tender resignation have raised doubts on the implementation of the five-point deal,” added the proposal.
According to NC Central Working Committee (CWC) member Badri Pandey, the district presidents have suggested to the party CWC to help take the peace process to a logical end in line with the 10-point demand forwarded by the party.
The district presidents also raised the issue of “discriminatory” distribution of compensation to the conflict victims. They claimed that the peace ministry was distributing the compensation to “artificial victims” while denying such compensation to genuine victims.
The district presidents have asked the party leadership to take initiative to form an all-party peace committee at district level to avoid such a practice.
While concluding that mass rallies organized across the country as a part of the party´s national campaign for peace, democracy and democratic constitution were a huge success, the district presidents suggested to the party leadership to organize similar rallies at the district level in coming months to turn public opinion in favor of the demands raised by the NC.
The gathering denounced extortion and interference in contract bidding of various development projects at the district level by cadres of ruling political parties. It also took strong exception to the government´s move of transferring budget from one heading to another.
Among other things, the national gathering has demanded that the party leadership organize national gathering of district presidents at least once a year and general convention of all “dysfunctional” sister organizations soon to make them effective and active.
All 75 district presidents and 85 CWC members participated in the gathering. District presidents had put forth their opinions on current political situation, the party´s future course of action and the problems they face at the district level.
