KATHMANDU, Aug 6: Nepal Bar Association, the umbrella organization of the lawyers across the country, has recommended senior advocate Ram Prasad Shrestha as a Judicial Council member. NBA executive committee meeting on Thursday recommended its former vice-chairman Shrestha for the position.

Shrestha is the chairman of Professional and Progressive Lawyers Association (PPLA), an organization closed to CPN-UML. According to NBA General Secretary Sunil Kumar Pokharel, the executive committee had identified three people--senior advocates Shrestha and Baburaja Joshi as well as advocate Beni Bahadur Karki--for the post.
"It took a voting to pick Shrestha for the position. While 10 members of the executive committee voted for Shrestha, only six members favored Joshi," informed Pokharel.Although they are part of Democratic Lawyers Association (DLA), an organization closed to Nepali Congress, NBA Treasurer Mohan Ingnam and members Prasanna Krishna Das and Binita Karki voted for Shrestha, whose name was proposed by the PPLA faction within the NBA executive committee.
As per the Interim Constitution, the chief justice, on the recommendation of Nepal Bar Association, appoints a senior advocate or an advocate, who has gained at least twenty years of experience, as a member of the Judicial Council.
Upendra Keshari Neupane, who was appointed the Judicial Council member on the recommendation of NBA in 2011, resigned from the position last January. NBA could not recommend a name for the position for almost seven months due to the power struggle between the two factions within the executive committee.
