Permanent Representative of Nepal to the United Nations in New York Gyan Chandra Acharya moderated the side event in ´Aid and Development Effectiveness in the Least Developed Countries (LDCs) for the Implementation of the Istanbul Program of Actions´.[break]
Similarly, Minister Pun delivered a keynote speech at the forum and underscored the importance of development assistance in meeting the set targets of the Istanbul Program of Actions.
He stressed on the requirements for the quality and quantity of developmental Assistance from the donor countries in order to fulfill the development of the LDCs. He also underscored the importance of aid harmonization, enhancing limited capabilities of the LDCs and building resilience against internal and external shocks.
Referring to the current global economic situation, Minister Pun said that the current economic crisis in the western countries should not be an excuse not to fulfill the commitments.
He said the development partners need to enhance institutional and absorptive capacities, allow for necessary policy space and flexibility in the LDCs and eventually enable governments to take charge of full responsibility of their development process.
Commissioner of European Union (EU) Andris Piebalgs delivered keynote address and emphasized that LDCs should set priority in development aid because of their challenges and commitment to support implementation of Istanbul Program of Action. International Coordinator of LDC Watch Dr. Arjun Karki addressed on behalf of the Civil Society.
The Nepalese delegation consisted of Acharya, member of Constituent Assembly and Parliament JB Mahara, Finance Secretary Krishnahari Banskota, Joint-Secretary Lal Shankar Ghimire, Counseller and Deputy Chief of Mission at the Embassy of Nepal Rajaram Bartaula, and President of Federation of Nepalese Non-government organizations, Netra Timalsina.
