Minister Chaudhary issues nine-point directive to reform DDC

The directive, issued on Wednesday, instructs the corporation to submit detailed monthly data on milk collection, sales distribution, and a true account of income and expenditure for the past five years to the ministry within 15 days.

KATHMANDU, May 21: Minister for Agriculture, Forest and Environment Geeta Chaudhary has issued a nine-point directive aimed at reforming the Dairy Development Corporation (DDC).



The directive, issued on Wednesday, instructs the corporation to submit detailed monthly data on milk collection, sales distribution, and a true account of income and expenditure for the past five years to the ministry within 15 days. It also requires monthly reports to be sent to the ministry within seven days of the following month.

DDC has been directed to recover outstanding dues in accordance with prevailing laws and report the progress to the ministry within one month. It has also been instructed to digitize all operational systems—including milk collection, dairy product sales and distribution, billing, accounting, asset management, and inventory—within three months, in line with the government’s 100-point governance reform action plan.


The directive makes electronic attendance mandatory for all employees and workers. Salaries, including overtime payments, will be released only based on verified digital attendance, and all benefits must comply strictly with existing laws. The corporation has also been instructed to enforce a code of conduct for staff and workers.


DDC has been asked to update records of its physical assets and prepare a commercial utilization plan. It must also assign performance targets to each employee, introduce key performance indicators (KPIs), and implement a structured performance evaluation system based on job descriptions.


Similarly, the directive requires the corporation to document all internal and outsourced functions, including workflow processes, and prepare a Business Process Reengineering (BPR) report to be submitted to the ministry.


According to the minister’s secretariat, each distribution project and production center under DDC will be assigned milk collection and sales targets aimed at improving profitability, with performance evaluations tied to those targets.
