The parties reached an agreement in this regard during a meeting of the top leaders of the UCPN (Maoist), Nepali Congress (NC) and the CPN-UML on Tuesday. [break]
"The caretaker government doesn´t have the right to table a full-year budget as it used to be in the past. So we have agreed to table the budget under a special provision related to revenues and expenditures by amending related clause of the interim constitution," said Maoist Vice-chairman Dr Baburam Bhattarai who participated in the meeting.
As per the standard practice, a new government to be formed will be free to bring a new budget along with a set of new policy and programs.
As per the agreement, the House will first add a clause to Article 96 A of the interim constitution whereby the government can table the budget without presenting the policy and programs of the government. This will allow the government to continue the existing programs only.
"We already have so many programs. So we won´t have any problem even if we are not allowed to introduce new programs," said Finance Minister Surendra Pandey.
Maoist Chairman Pushpa Kamal Dahal, NC parliamentary party leader Ram Chandra Poudel, and UML Chairman Jhalanath Khanal, Speaker Subash Nembang, Finance Minister Surendra Pandey and former finance ministers Dr Baburam Bhattarai, Bharat Mohan Adhikari and Ram Sharan Mahat were present at the meeting.
The leaders said they agreed to amend the constitution as the caretaker government cannot table the budget and a new government has also not been formed. The amendment will allow the UML-led government to present the budget.
Earlier, parliament had endorsed the government proposal to spend only one third of the current budget under a special provision as Madhav Kumar Nepal had already resigned and a new government had not been formed.
