Madhes-based parties against formation of state restructuring commission

KATHMANDU, Aug 2: Turning down the proposal to form a high-level commission on state restructuring, United Democratic Madhesi Front (UDMF), an alliance of five Madhes-based political parties, has asked the major three parties -- UCPN (Maoist), Nepali Congress (NC) and CPN-UML -- to clarify their official stance on the formation of provinces in the Tarai.



At a joint meeting held at Singha Durbar on Tuesday on the initiative of CA Chairman Subas Nembang, the five Madhes-based parties reiterated that formation of a high-level commission on state restructuring would not be acceptable to them.[break]



“We put forward our view that the issue of state restructuring should be finalized by the sub-committee headed by UCPN (Maoist) Chairman Pushpa Kamal Dalal,” said Bijay Kumar Gachchhadar, Chairman of Madhesi People´s Rights Forum-Democratic (MPRF-D), adding, “If the sub-committee fails to resolve the issue, it should be finalized by the constitutional committee. If the constitutional committee also fails to resolve the dispute, the decision should be taken by the full house of the CA.”



The top leaders of Madhes-based parties urged the leadership of the top three parties not to form a high level commission on state restructuring stating that it would have no relevance.



Meanwhile, NC has reiterated that the issue of state restructuring should be finalized by the proposed high-level commission.



However, UCPN (Maoist) Chairman Dahal said his party is ready to take Madhes-based parties into confidence on the issue. “Formation of two states in Tarai-Madhes will be acceptable to us,” Gachchhadar quoted Dahal as saying.



Gachchhadar said CPN-UML did not put forward its view clearly on state restructuring. According to leaders, Madhes-based parties are close to UCPN (Maoist) on the issue.



Both NC and CPN-UML have objected to north-south delineation of federal provinces.



“UCPN (Maoist) was positive toward our demands but NC and CPN-UML are against it,” added Gachchhadar.



UDMF and the major three parties have agreed to further discuss the issue on Thursday.



Meanwhile, Tharu and Madhesi leaders on Tuesday formed an 11-member taskforce to forge a common understanding on state restructuring, peace process and constitution writing. The taskforce comprises five leaders from Madhes-based parties and six from Tharu parties and organizations. According to Laxman Tharu, the coordinator of Tharuhat Samyukta Sangharsha Samiti, the taskforce will start working from Wednesday.



Leaders from Madhes-based parties and parties and organizations representing the Tharu community on July 12 had agreed in principle to form a joint taskforce with a view to forging consensus on issues related to state restructuring and their action plan for post-August 31 scenario.
