According to the source, the candidates proposed by the UCPN (Maoist) and CPN UML have controversial past with some playing unpleasant role during royal regime, while others being notorious for bad image and poor performance as government employees.[break]
"The Maoists have proposed former chief secretary Lokman Singh Karki as the head of Commission for the Investigation of Abuse of Authority (CIAA)," the source said, adding, "While the CPN UML and some Tarai based parties have jointly proposed former Secretary Deep Basnet for the same position."
Karki supported then King Gyanendra and warned government employees against taking part in people´s movement. The Girija Prasad Koirala-led government, formed following the success of people´s movement in 2006, had sacked Karki accusing him of misusing state coffer to suppress the mass movement. The Rayamajhi Commission, which was set up to investigate against those who allegedly tried to suppress people´s movement and committed financial irregularities during the king´s rule, had also found former Chief Secretary Karki guilty.
Likewise, sources say a complain against Basnet was lodged with the CIAA accusing him of amassing property, lands and houses in Kathmandu and places outside the valley through doubtful means. Basnet has retired from the post of secretary only recently.
According to the source, former Secretary Udaya Nepali Shrestha is also in the fray. "Shrestha is demanding with UML leaders an appointment either as chief of Public Service Commission or as a member of CIAA," the source added. Another source said CIAA Secretary Bhagwati Kafle and former secretary Babu Ram Acharya are also possible candidates for CIAA chief or member.
The Madhav Kumar Nepal-led government had named Acharya as the chief of CIAA while Shrestha was named as the head of PSC. Kafle was not recommended for any post by Nepal led government.
The source further said that all three parties -- the Maoist, UML and Nepali Congress agreed on the name of Neel Kantha Uprety as the head of Election Commission during an informal meeting held recently.
The source added that former Secretary Ram Swaroop Sinha, former police chief Him Bahadur Gurung and Munilal Yadav, who is close to President Dr Ram Baran Yadav, are also in the race to get appointed as either chief or member of the CIAA
At present, the Commission for the Investigation of Abuse of Authority (CIAA), Election Commission (EC), Public Service Commission (PSC), Office of Auditor General (OAG) are without chiefs and members. Altogether nine senior positions are vacant in the constitutional bodies. The CIAA has been running without its chief and five commissioners for five years now. Two positions, including that of chief election commissioner, are vacant at the Election Commission. Similarly, the OAG and PSC are without chiefs for the last two years.
